Sand the pads, not the rotor. The pads are my 98 are made of what loks like copper, brass, lead, and graphite scraps pressed together and glued to a cheap steel backing plate. Before my brakes fully stopped working, I'd sand the pads monthly if my wife was going to be using my bike. The pads don't seem to self clean very well under normal braking pressure. Your hard stop "vaporizes" some of the accumulated gunk and lets it blow away. Spraying the rotor eliminates any bite the pads may have, no bite= no friction= no noise.
Happy hunting. Try some good aftermarket brake pads. The stockers suck. SBS pads seem to be a quality unit, as are other Swedish brake parts.
